BlePermissions

The runtime permissions a consumer app must hold to scan + connect, per API level. The SDK never requests these itself (UI responsibility) — it only declares them in its manifest and exposes the set here so the consumer can request exactly what the running OS needs.

• API 31+ (S): BLUETOOTH_SCAN (declared neverForLocation) + BLUETOOTH_CONNECT.

• API <= 30: ACCESS_FINE_LOCATION (required to receive BLE scan results); legacy BLUETOOTH/BLUETOOTH_ADMIN are install-time and need not be requested at runtime.
